Angela M. Morley, JD, MPH

AngelaMMorleyANGELA M. MORLEY, JD, MPH, is an ethicist with experience in research, public health, clinical and managerial ethics. She currently chairs the Institutional Review Board and directs the Human Research Protection Program at the National Institute for Occupational Safety and Health (NIOSH). In her prior role as Director of Operations & Associate in Health Policy, Law and Ethics at the Minnesota Center for Health Care Ethics, she served as research ethics advisor and human subjects protections regulatory expert to a health system’s Institutional Review Board Program. As an IRB member, Ms. Morley reviewed over 130 biomedical protocols, principally multi-center drug and device trials. She also served as the IRB liaison to the health system’s corporate ethics committee. Ms. Morley earned her J.D. from William Mitchell College of Law, magna cum laude, her M.P.H. in Public Health Administration and Policy from the University of Minnesota and her B.A. in Mathematics and Physics from St. Olaf College. A court-qualified expert witness on human subject protection, Ms. Morley is a passionate advocate for research subjects and vulnerable patients.
