Jeffrey A. Flaks is President and Chief Operating Officer (COO) of Hartford HealthCare (HHC), Connecticut’s only truly integrated health care system. With more than 
18,000 employees and $2.4 billion in net revenue, the system offers the full continuum of 
care with five-acute care hospitals, the state’s only air-ambulance service, one of the 
nation’s top medical training centers, behavioral health and rehabilitation services, a large 
physician group and clinical integration organization, research facilities, skilled-nursing and visiting-nurse services, a laboratory system that spans the state, and a number of services 
for seniors, including senior living facilities.
 
Prior to his current position, Mr. Flaks served as president and CEO of Hartford Hospital, 
HHC’s flagship tertiary care center. Hartford Hospital, established 160 years ago, has more 
than 7,300 staff members and operates the only level-one trauma center in the area. It is the 
main teaching hospital for the University of Connecticut School of Medicine. Before being 
named CEO, Mr. Flaks served as Hartford Hospital’s COO, implementing a number of 
initiatives that resulted in greatly improved facilities and increased patient and employee 
satisfaction. 

Previously, Mr. Flaks was COO at MidState Medical Center in Meriden, Conn., where he 
established several clinical programs, including the Heart Center, Thoracic and Vascular 
Surgery Program, Stroke Center, and Orthopedic Spine and Pain Institute. Earlier, he served as vice president for Support Services and Strategic Initiatives at Saint Vincent Catholic Medical Centers of New York and held several leadership roles at Continuum Health 
Partners in New York City and the Detroit Medical Center. 

Mr. Flaks has received numerous honors over his career, including selection by Modern 
Healthcare as one of the top 12 industry leaders in the nation and being named one of the 
50 most influential people in Connecticut by Hartford Magazine. He was honored as a 
Crain’s New York Business “New York’s Rising Stars: 40 under 40” and has received the 
American College of Healthcare Executives’ Regents Award for outstanding leadership. 

Mr. Flaks was elected to and served on the Board of Trustees of George Washington 
University and received the Distinguished Alumni Service Award, the highest honor given to an alumnus. Among his many governance appointments, Mr. Flaks is director of the 
Connecticut Association of Healthcare Executives; the Connecticut Science Center; the Association of University Programs in Health Administration; the University of Hartford College of Education, Nursing and Health Professionals; the Connecticut Hospital 
Association, Diversified Network Services Inc.; and the George Washington University 
Alumni Association. He also is a member of the university’s President’s Advisory Council 
and is a member of a number of professional associations. 

Mr. Flaks is widely published and has been an invited speaker at numerous national and 
international conferences. He is a graduate of George Washington University with a master’s degree in health services administration and earned his Bachelor of Science at Ithaca College.
